WILMINGTON, MA — The Town of Wilmington seeks a Conservation Agent to join the Planning and Conservation Department team.

Conservation Agent
Full-Time – 35 hours per week
Full Salary Range*: $989.82 – $1,252.56 / week

The Conservation Agent is responsible for providing professional support to the Conservation Commission in administering the Wetlands Protection Act and local policy and protecting the Town’s natural resources.

Minimum Qualifications:

Bachelor’s Degree in environmental science or related field, Master’s Degree preferred. Minimum of eight (8) years’ experience in wetlands protection, land conservation, environmental management or related field; or equivalent combination of education and experience. Working knowledge of the Massachusetts Wetland Protection Act and associated Wetlands Regulations, and other applicable Massachusetts state laws. General understanding of Massachusetts Stormwater Policy. Working knowledge of the principles and practices of environmental management. Knowledge of botany, soil types and their functions, and ability to verify wetland characteristics based on plant species and soils. Ability to communicate effectively with others, orally and in writing. Ability to exercise initiative and use good judgment, work with limited direction in the completion of tasks and assignments.

Physical Requirements:

Minimal physical effort required when performing under typical office conditions; moderate to strenuous physical effort frequently required in the field. Performing the functions of this job requires significant amounts of walking, standing, traversing uneven terrain, kneeling, bending, crawling, crouching, lifting, driving, and digging. Required vision abilities include close and medium distance vision, ability to distinguish fine color variations, and the ability to adjust focus. Must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, copier, writing tools, scissors, and other standard office equipment.

Candidates will also undergo a pre-employment physical, background check and CORI screening.

The Conservation Agent is responsible for assisting the Conservation Commission in protecting the Town’s natural resources. The Conservation Agent assists in all functions of the Department of Planning and Conservation and works closely with other departments to ensure that goals and objectives of the Town, Department, and supported Boards and Commissions are met.

Essential Functions

  • Working under the direction of the Director of Planning and Conservation, performs the following functions:
  • Provide technical and staff support to the Conservation Commission in administering and enforcing the Massachusetts Wetlands Protection Act, Wetland Regulations, and the Town’s Wetlands Enforcement Bylaw:
    • Provide technical review and make written and verbal comments and recommendations on permit applications;
    • Conduct site visits to confirm wetland boundaries;
    • Coordinate inter-department review of applications;
    • Communicate effectively with applicants, engineers, attorneys, and the general public;
    • Draft permits and conditions;
    • Attend evening Conservation Commission meetings;
    • Conduct site visits and site inspections for compliance with permits;
    • Advise the Conservation Commission on enforcement actions and issue violation notices and enforcement orders.
  • Assist the public in understanding Conservation Commission policies, requirements of the Wetlands
  • Regulations and associated application processes.
  • Provide review and comment on stormwater permit applications and conduct site inspections.
  • Aid the Director in open space planning initiatives, conservation programs, and educational efforts, and work with Town Departments to manage open space parcels.
  • Serve as a member of the Town’s Community Development Technical Review Team to provide review and comment on proposed development projects.
  • Engage and oversee consultants to provide professional services related to wetland reviews when necessary.
  • Provide high quality customer service assistance for conservation related topics, provide overall office support to the Department, and any other related tasks.
  • Attend training sessions and workshops as appropriate.

  • Ability to communicate effectively and courteously with others, orally and in writing.
  • Ability to complete projects independently and as a member of a team.
  • Ability to utilize computers and software such as GIS and Microsoft Office Suite, etc.
  • Ability to work evenings as needed to attend meetings, hearings, and public presentations.
  • Current Driver’s License.

Job Environment

Work is performed inside a building and in the field (woods and wetland areas). Work occurs in a typical office environment, with even walking surfaces and generally low noise levels. Work in the field includes exposure to various weather conditions, uneven terrain, and potential hazards such as poison ivy, ticks, thorns, ice and typical construction site hazards. May have occasional exposure to loud noise associated with monitoring permitted construction projects.
