Wages: S-5 $30.53 – $38.63/hourly

Hours: Town Hall Hours, Monday, Wednesday, Thursday, 8:30 AM – 4:30 PM. Tuesday 8:30am – 7:00 PM. Friday 8:00 AM – 12:30 PM.

Definition

The Senior Finance Clerk position is responsible for advanced clerical and accounting duties and serves as the lead clerical employee for front office operations

Essential Functions

Working under the direction of the Assistant Collector and Assistant Treasurer and/or designee:

• Provides training and guidance to clerical staff, assists in coordinating daily workflow, and serves as a resource for complex customer inquiries, billing issues, and departmental procedures.
• Performs clerical and accounting duties requiring independent judgment, attention to detail, and the ability to prioritize work in a fast-paced environment with frequent interruptions.
• Maintains a high level of accuracy and efficiency in the performance of duties, as errors may result in financial loss, additional expense, or loss of municipal revenue.
• Performs accounting duties related to the billing and collection of real estate, personal property, and motor vehicle taxes, as well as the collection of water and sewer bill payments and other municipal fees, received by mail, online, or in-person.
• Posts payments, calculates interest, reconciles daily receipts, and maintains accurate financial records.
• Processes daily check payments through the department’s check processing system, prepares cash deposits and supporting documentation for the Assistant Treasurer, and accepts and processes interdepartmental deposits in the Assistant Treasurer’s absence.
• Assists with accounts receivable, account maintenance, and the preparation of daily, weekly, and monthly receipt reports in accordance with departmental policies, procedures, and Massachusetts General Laws.
• Maintains regular professional communication with the general public, Town departments, banks, vendors, attorneys, and other outside agencies; responds to inquiries by phone, email, mail, or in-person in a courteous and professional manner.
• Researches and prepares Municipal Lien Certificates, Betterment Release Certificates, and other departmental records and documents, including communication with attorneys’ offices, real estate professionals, and property owners.
• Assists with departmental mailings, records management, and archival activities, including lifting and moving boxes or mail trays weighing up to 35 pounds.
• Orders and maintains office supplies for the department, ensuring adequate inventory and timely replenishment.
• Manages, maintains, and updates the department’s page on the Town website.
• Performs other similar tasks or related works as assigned by the department head and/or designee.

Minimum Qualifications

• High School Diploma. Associates or Bachelors Degree welcome.
• A minimum of two years of experience in accounting, auditing, banking, or general finance in a setting dealing with the public; or any equivalent combination of education and experience

• General knowledge of the principles of internal control as they relate to handling of money.
• Ability to handle money accurately and efficiently.
• Ability to communicate effectively with others, orally and in writing.
• Ability to prepare accurate financial reports and records using computerized software.
• Experience with Microsoft Office products and ability to effectively utilize Word, Excel, PowerPoint and other standard administrative and billing software.
• Experience with Enterprise ERP (Munis) a plus.

Job Environment

Work is generally performed inside a building. Work environment is characteristic of an office environment, with even walking surfaces and generally low noise levels. Noise levels may be elevated during certain programs or performances that may be scheduled in the building.

Physical Requirements

The work is generally of an intellectual nature. While performing the functions of this job, the employee is required to stand and sit for prolonged periods. Frequently required use hands to finger, handle, or feel objects; reaches with hands and arms, bends, stoops, kneels, and/or crouches. Specific vision abilities required include close and medium distance vision and the ability to adjust focus. Must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, fax, copier, writing tools, scissors, and other standard office equipment.
