WILMINGTON, MA — At Monday’s Selectmen’s Meeting, the Board unanimously approved a new 3-year collective bargaining agreement with the Wilmington Police Patrol Officers Union.
Town Manager Jeff Hull outlined some of the major provisions in the contract:
Cost Of Living Adjustments: Officers will receive a 2.75% COLA effective July 1, 2019; another 2.75% COLA effective July 1, 2020; and a 2.5% COLA effective July 1, 2021.
Detail Rates: The detail rates will increase from $48 an hour to $50 an hour at the execution of the contract. The rate will then increase to $52 an hour effective July 1, 2020 and $54 an hour effective July 1, 2021. Details will also be subject to an additional $5 an hour from 7am to 7pm, Monday through Friday.
Education Incentives: Officers with an associate’s degree will receive an incentive of $5,250, increased from $5,000. Officers with a bachelor’s degree will receive an incentive of $8,500, increased from $7,500.
Personal Time: Officers were previously able to accrue personal time without restrictions. Effective July 1, 2019, for current employees and new hires, personal time must be used in the year it is accrued. Current employees will be allowed to retain their previously accrued personal time, but will only get it paid out at retirement if they retire before June 30, 2022.
Vacation Time: Until a few years ago, officers were able to earn unlimited vacation. It was then changed so that vacation days were capped at no more than 2 times the annual amount carried forward. Under the new contract, this was further reduced so that officers can only carry forward no more than 1.5 times the annual amount carried over. (For example, if an officer has 14 vacation days, he or she can only carry over 21 days.)
Unpaid Leave: Officers were previously able to accrue sick, personal and vacation time while on unpaid leave. Under the new contract, the accrual will stop after an office is on unpaid leave for more than 30 days.
The union — which represents all of Wilmington’s police officers except the Chief, Deputy Chief, Lieutenants and Sergeants — will see its new contract run through June 30, 2022.
