Richard Howe Seeks Re-Election To Keep Improving Middlesex North Registry Of Deeds

LOWELL, MA — Richard P. Howe, Jr., is seeking re-election as Middlesex North Register of Deeds in the November 6, 2018 state election. First elected in 1994, Howe’s record is distinguished by continuous service improvement through effective use of technology. He has increased efficiency and made the office more accessible and customer-friendly.

Under Howe’s leadership, Middlesex North became the first registry of deeds in Massachusetts to offer full electronic recording which now accounts for 55 percent of all document filings. He has scanned all documents recorded from 1629 to the present and has made them all freely available on the registry of deeds website. Howe also established a walk-in Declaration of Homestead service at the registry, providing one-stop shopping for those who wish to protect their primary residence from creditors by recording a Declaration of Homestead at the registry of deeds.

As for future challenges, Howe cites the upcoming move of the registry of deeds from the Middlesex Superior Courthouse to the new Lowell Judicial Center in 2019; the coming replacement of the registry’s computer system, also in 2019; and ongoing efforts to implement all-electronic real estate closings. Howe believes that he has the leadership and management experience needed to plan and execute these tasks without disrupting registry operations.

A lawyer for 32 years, Richard Howe is also a U.S. Army veteran, having served as an intelligence officer in West Germany during the Cold War. He is also the founder of the popular Lowell Walks history tours, the official tour guide of Lowell Cemetery and the author of several books about Lowell.
