  1. The Town of Wilmington is self insured for employee health benefits. The Town manager at Tuesday nights finance committee meeting revealed (upon my asking) that the deductible for stop loss insurance is now $175,000. The Town purchases stop loss insurance coverage to protect itself against claims. The town does not collect a penny from this insurance policy unless a claim goes over $175,000. This is based on a per claim basis and not a collective total. The deductible keeps going up and no one but me is questioning it. This seems like a sweetheart deal with the stop loss insurance company. Why is no one questioning this?
