WOBURN, MA — David Rondon-Castro, 26 of Queens New York and Yeison Ramirez-Garcia, 25 of Queens, New York was arraigned last week in Woburn District Court on charges of conspiracy to commit residential break-ins.
The charges arise from their alleged participation in a sophisticated operation targeting Indian and East Asian residents of Middlesex County in June and July of 2025. Over that period, Rondon-Castro and Ramirez-Garcia allegedly broke into five homes in the communities of Woburn, Wilmington, Burlington and North Reading, resulting in the theft of hundreds of thousands of dollars in cash and jewelry.
“Over the last several years the rise in these types of calculated and sophisticated break-ins have had a chilling effect on our communities. The allegations these defendants face today are that they watched, monitored and surveilled victims based on their race and ethnicity and apparent belief that they may be more likely to have valuable heirlooms, jewelry, gold and cash in their homes as part of their heritage and culture. We know that the impact on the affected communities far exceeds the value of stolen property and we will continue to match the level of sophistication demonstrated in these crimes with coordinated and thorough investigations like this one that end with holding those accountable who are striking fear in our cities and towns,” said District Attorney Ryan.
The incidents attributed to the defendants in Middlesex County occurred between June and July of 2025. They were committed in a highly coordinated fashion by multiple suspects operating from multiple vehicles over a weeks-long period of advanced techniques while deploying extensive electronic technology to intensively surveil their victims and avoid detection by the police. The technology-based strategies on which the operation relied included GPS trackers attached to victims’ vehicles; hidden video cameras installed in their yards; Wi-Fi jammers that disabled their victims’ security systems; and strict discipline around the use of cell phones while engaged in break-ins.
The investigation of these incidents was undertaken by the Middlesex District Attorney’s Office in cooperation with the Massachusetts State Police Fusion Center and local police departments of affected communities. Investigators noted suspicious vehicles observed in the area of each break in and conducted a comprehensive analysis of license plate records and cell phone data to identify participants and patterns of activity. After determining that the Middlesex break-ins were part of an ongoing operation by the same group involving similar incidents across the Commonwealth and other areas of the East Coast, the Middlesex District Attorney’s Office coordinated a multistate operation to investigate and apprehend them.
Based on the court authorized collection of real-time “ping” data from their devices, Massachusetts investigators tracked the group to a short-term rental outside of Baltimore. Local detectives obtained and executed a warrant to surveil the residence using a covert camera, which indicated that the rental was being used as a base for residential break-ins. After developing this evidence, local detectives executed a warrant to search the property on March 1, 2026. Inside, they located several individuals including Rondon-Castro and Ramirez-Garcia, along with a large quantity of surveillance cameras, battery packs, Wi-Fi hotspots and Wi-Fi jammers consistent with those used in the Middlesex County break-ins where located. Rondon-Castro and Ramirez-Garcia were subsequently placed under arrest and transported back to Massachusetts last night by the Middlesex Sheriff’s Office for their arraignment today.
Simultaneous with the search in Maryland, investigators arrested a third individual, Itan Dami Beltran, 26 of Bethlehem, PA in New York City. Beltran has been charged with conspiracy to commit residential break-ins for his role in the Middlesex incidents. He is expected to be transported to Massachusetts for arraignment in Woburn District Court later this week.
This case was investigated by the Middlesex District Attorney’s Office, Massachusetts State Police Detective Unit assigned to the District Attorney’s Office, Massachusetts State Police Fusion Center, Woburn, Burlington North Reading, Wilmington, Sharon, Easton, Nahant, New York, NY, New Windsor, NY Police Departments, the Baltimore County MD Sheriff’s Department and the Federal Bureau of Investigation. The prosecutor assigned to this case is Michael Klunder.
