VETERANS SERVICES OFFICER
Unit: Non-Union Status: Exempt
Reporting To: Director of Veterans Services
Wages: MS-5 $55,378.62 – $70,078.40/annually
Hours: Veterans Services hours, Monday, Wednesday, Thursday, 8:30AM – 4:30PM. Tuesday 8:30AM – 7:00PM. Friday 8:00AM – 12:30PM.

DEFINITION
The Veterans Services Officer supports the Director of Veterans Services in the execution of their duties by providing support to all Veterans, their widows or spouses and dependent children in the administration of Veterans benefits, programs and services.
ESSENTIAL FUNCTIONS
Working under the direction of the Veterans Services Director, performs the following functions:
• Provides information in a courteous, professional and timely manner as the local expert on Town, State and Federal Veterans benefits.
• Works with clients to assemble benefits applications, obtains required documentation, packages applications and supporting documentation, and submits complete applications to the proper agencies for action.
• Requests military service or other official documentation from the appropriate agencies for benefits applicants.
• Identifies service needs of veterans and/or their families; performs home visits to assess wellness; makes
referrals to other agencies for assistance with housing, healthcare, treatment, education, employment, and other needs.
• Prepares correspondence, delivers and retrieves department mail.
• Assists in the planning and implementation of events associated with the observation of national armed services related holidays, state events, and local recognition programs.
• Other duties as assigned.
MINIMUM QUALIFICATIONS
• Honorably discharged Veteran of a branch of the United States military is required as defined by MGL Ch. 115, Section 1.
• Strong desire to help all Veterans and their families receive benefits they have earned.
• Associate’s degree or equivalent work experience preferred.
• Knowledge of current practices, principles, and approaches to veteran services, knowledge of laws and regulations associated with veterans benefits.
• Ability to communicate effectively and courteously with others, orally and in writing.
• Ability to set priorities and complete projects independently and as a member of a team.
• Ability to utilize computers and other current technologies to be resourceful in researching benefits.
• Certification as a Veterans’ Service Officer within 6 months of appointment as defined by MGL Part 1, Title XVII, CH 115, Section 3B (b).
• Accreditation with NVLSP under the EOVS within 2 months of appointment if not already certified. Training
provided.
JOB ENVIRONMENT
Work is generally performed inside a building. Work environment is characteristic of an office environment, with even walking surfaces and generally low noise levels. May have occasional exposure to loud noise, inclement weather, and uneven terrain associated with the onsite programs and home visits.
PHYSICAL REQUIREMENTS
The work is generally of an intellectual nature. While performing the functions of this job, the employee is required to stand and sit for prolonged periods. Frequently required use hands to finger, handle, or feel objects; reaches with hands and arms, bends, stoops, kneels, and/or crouches. Specific vision abilities required include close and medium distance vision and the ability to adjust focus. Must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, fax, copier, writing tools, scissors, and other standard office equipment.
