DEPARTMENT OF INFORMATION TECHNOLOGY
ENTERPRISE APPLICATION SPECIALIST

Unit: Non-Union Status: Exempt
Reporting To: IT Director
Wages: MS-9 $75,341.74 – $95,333.67/annually
Hours: Town Hall hours, Monday, Wednesday, Thursday, 8:30AM – 4:30PM. Tuesday 8:30AM – 7:00PM. Friday 8:00AM – 12:30PM. May be required for after-hours support of critical systems and system maintenance

DEFINITION
The Enterprise Application Specialist administers, documents and manages the support and upgrades for the municipality’s Munis Enterprise system. This position acts as the technical lead in new Enterprise Application implementations and interfaces between application vendors and internal staff. This key organizational position also provides additional assistance to the Information Technology department in managing and maintaining other key application systems for the municipality, including Public Safety criminal justice, dispatching and fire record software.

ESSENTIAL FUNCTIONS
Working under the direction of the Director of Information Technology, the Enterprise Application Specialist performs the following functions:
• Provides 2nd Tier service support for Munis end-users.
• Develops, maintains and coordinates Munis backups, updates and upgrades.
• Provides after-hour scheduled Munis system maintenance.
• Participates in local end-user Munis meet-up groups in the State and attends application specific conferences and events.
• Coordinates Munis testing between Town and School department groups and error reporting for major updates and upgrades.
• Serves as technical lead in planning and supporting new Munis modules and implementations.
• Acts as technical support liaison between Town and School departments and Munis support by monitoring Tyler support portal and coordinating groups and triggering escalation routes as needed.
• Identifies and drives application economies through application consolidation and integration planning.
• Analyzes and maintains application databases.
• Documents standard operating procedures for application systems.
• Manages and develops SQL scripting on Munis back-end data for reporting needs.
• Ensures the security of data, systems and network integrity for enterprise application access, working with the Information Technology department in establishing and implementing best practice planning.
• Participates in organizational technology application assessments and planning including project and budget development.
• Prepares reports, attends meetings, and initiates studies and reviews as they relate to information technology.
• Provides additional organizational Tier 2 application support.
• Plans and completes projects with minimal supervision.
• Other duties as assigned.

MINIMUM QUALIFICATIONS
• Bachelor’s Degree in Computer Science or related discipline, or equivalent combination of education including certificate programs and experience.
• Minimum five years’ experience administering and supporting Enterprise-level applications.
• Superior knowledge of Munis, EERP and Tyler Technology products.
• Superior knowledge of Microsoft operating systems.
• Extensive knowledge and experience with varying database applications (SQL, Oracle, Access)

• Extensive knowledge and experience with SQL script and query writing.
• General knowledge of varying operating systems (Mac OS, iOS, Android, Linux distros).
• General knowledge and experience in networking best practices and vpn solutions.
• General knowledge of cloud application and infrastructure best practices.
• General knowledge of O365 application suite including SharePoint, Exchange Online and Microsoft Identity.
• Superior understanding of Cybersecurity best practices and standards.
• Comprehensive experience in applications management, system analysis and design of municipal information systems.
• Self-motivating and independent professional able to manage and prioritize workload with general direction from supervisors.
• Strong ability to perform varying tasks and duties under time restraints and project deadlines.
• Ability to creatively engage technology issues with professionalism and expertise.
• Ability to be equally effective working on a team or working independently.
• Ability to learn and quickly comprehend new concepts with strong judgment and decision-making skills.
• Excellent verbal and written skills required.

JOB ENVIRONMENT
Work is generally performed inside a building and is characteristic of an office environment with even walking surfaces. Noise levels vary and include telephone rings, sirens, intercom calls, radio chatter and other office environment noises. The work includes traveling between buildings during the shift. Some exposure to undesirable or unpleasant environmental characteristics inherent in the operations of a public building can be expected. Some exposure to undesirable or unpleasant environmental characteristics inherent in the operations of a Public Safety Emergency Dispatch operation can be expected. Exposure to confidential and sensitive information regarding the recording, transportation and lock-up of individuals or patients may exist. Exposure to sensitive employee information may also exist.

SPECIAL REQUIREMENTS
Must possess and maintain a valid motor operator’s license. Candidate must be able to clear a Criminal Justice Information Systems Background Check and maintain the ability to work with CJIS records.

PHYSICAL REQUIREMENTS
The work is generally of an intellectual nature. While performing the functions of this job, the employee is required to stand and sit for prolonged periods of time. Frequently required to use hands to handle objects; reach with hands and arms and bend, stoop or kneel to pick items up. Specific vision abilities required include close and medium distance vision and the ability to focus. Must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, copier, and other standard office equipment.
