PROGRAM COORDINATOR/OUTREACH WORKER

Unit: Non-Union
Reporting To: Director of Elderly Services
Base Wages: MS-5-1 $53,896.47
Hours: Senior Center Hours, 8:30AM to 4:30PM M-F. Required to be available before or after hours for programs and other needs of the department.

DEFINITION

The Program Coordinator/Outreach worker is responsible for the development, coordination, implementation  funding, promotion, and oversight of programs, services, and volunteers that provide daily and long-term educational, cultural, physical, and mental health opportunities for Wilmington older adults. Performs all other related work as required and directed, by the Director of Elderly Services and/ or their designee.

ESSENTIAL FUNCTIONS

The Wilmington Department of Elderly Services is bursting with activity, and we are searching for a dynamic professional to bring us to the next level of program delivery. The successful candidate will have experience in planning and implementing day trips, and on-site programs and activities. An affinity for working with independent seniors, outstanding organizational and communication skills, and the ability to multi-task is required. Follow-through and attention to detail are critical to success.

  • Develops, coordinates, and implements daily and long-term programs at the Senior Center and through partnerships in community-based settings. Develops monthly calendar of diverse program activities.
  • Arranges for and schedules program instructors and guest speakers. Coordinates a variety of educational, cultural, special, and intergenerational events, activities, and programs for older adults according to need and space availability.
  • Develops promotional literature for older adults. Prepares news releases, newsletter articles, flyers, and posters of program offerings and special events. Maintains Department website. Uses social media technologies to publicize programs and services.
  • Creates and updates a volunteer manual. Recruits, orients, and supports volunteer programs.
  • Continues to encourage informal activities, such as cards, crafts, and table games.
  • Maintain statistical records of participants’ attendance and communications. Develops survey tools that evaluate programs and services to assist the Director with budget, grant, and resource development.
  • Assist patrons with applications for social services they may need (i.e. Housing, SNAP, and Fuel Assistance).
  • Willing to perform outreach activities which include home visits, keeping confidential written logs on all reassurance telephone calls, and informs the Director at supervision meetings.
  • Works closely with Case Manager assisting with ongoing cases.
  • If further assistance is needed for elders – depending on need, either the Outreach Support Worker, Case Manager, or Director will directly deal with elders’ immediate needs.
  • Makes referrals to other agencies when appropriate.
  • Attends regularly scheduled outreach meetings at the Massachusetts Council on Aging Association meetings.
  • Complies and maintains all necessary program records and reports; submits monthly statistical reports to the Wilmington Department of Elderly Services.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in social work with one to three years experience working with older adults preferred.
  • A minimum of two years of clerical or administrative experience in a customer service municipal setting, or any equivalent combination of experience and education.
  • Ability to provide excellent customer service and work effectively with the public.
  • Experience with Microsoft Office products and ability to effectively utilize Word, Excel, PowerPoint, and other standard administrative software and databases.
  • Ability to communicate effectively with others, orally and in writing.
  • Ability to exercise initiative and use good judgment, prioritize tasks, and work with limited direction in the completion of tasks and assignments.
  • Ability to organize and perform multiple tasks effectively.
  • Ability to maintain confidentiality.
  • Possession of a valid driver’s license.

JOB ENVIRONMENT

Work is generally performed inside a building with the exception of providing transportation, home delivered meals, and offsite programs. The work environment is characteristic of an office environment, with even walking surfaces and generally low noise levels. Noise levels may be elevated during certain programs or performances that may be scheduled in the building.

PHYSICAL REQUIREMENTS

The work is generally of an intellectual nature. While performing the functions of this job, the employee is required to stand and sit for prolonged periods. Frequently required use of hands to handle, or feel objects; reaches with hands and arms, bends, stoops, kneels, and/or crouches. Specific vision abilities required include close and medium-distance vision and the ability to adjust focus. Must be able to hear normal sounds, distinguish sound as voice, and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, fax, copier, writing tools, scissors, and other standard office equipment.
