Unit: Non-Union Status: Exempt
Reporting To: IT Director
Base Wages: MS – 11, $1,644.68 / week to $2,081.25 / week
Hours: 35 Hours per week, required to be available to respond to after-hours support of critical systems and system maintenance on rotating on-call schedule.

DEFINITION

The Information Technology Systems Analyst works within the IT Department supporting the Desktop Support Technician, Systems Administrator, and Director in administering all Municipal and Public Safety technology including maintaining the integrity and security of desktop, mobile, and server hardware and software systems as well as cloud services. Supports the development, strategy, and implementation of short and long-term goals of the department alongside the visioning of the local government.

ESSENTIAL FUNCTIONS

Working under the direction of the Director of Information Technology, the Systems Analyst performs the following functions:

  • Provides 2nd and 3rd Tier service support for end users and supports other IT department staff.
  • Provides network, server, domain, cloud, and security administration in conjunction with the Systems Administrator.
  • Required to provide after-hour emergency support on a shared, on-call, rotating schedule.
  • Manages system maintenance and updates schedules.
  • Performs routine integrity checks on data backups through testing and restores.
  • Assists in managing the virtual and physical server environments and infrastructure.
  • Ensures the security of data, systems, and network through the research, development, and implementation of industry best practices, policies, and procedures.
  • Supports the efficient operation of all municipal technology including workstations, servers, network switches, access points, firewalls, printers, and mobile devices.
  • Creates and maintains software licensing, inventory of both software and support contracts, hardware inventories, and software eol dates.
  • Regularly monitors servers and application systems for conditions that may require corrective action and advises management of the recommended resolution.
  • Prepares and provides analysis of reporting from systems and technology.
  • Attends and participates in meetings as necessary.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in Computer Science or related discipline, or equivalent combination of education including certificate programs and experience.
  • Superior knowledge of operating systems (Windows Server 2019, 2022, Windows 10 and 11).
  • Working knowledge of other operating systems (Mac OS, iOS, Android, and Linux).
  • Extensive knowledge of O365 application suite including SharePoint, Exchange Online, and Microsoft Identity.
  • Extensive Knowledge in virtualization (VMWare vSphere ESXI, vCenter, and Storage Area Networks).
  • Good knowledge of varying database applications (SQL, Oracle).
  • Strong familiarity with networking including routing, VPN solutions, and Wireless solutions.
  • Considerable understanding of Cybersecurity best practices and standards.
  • Solid understanding of internet connectivity methods, systems, protocols, and security.
  • Knowledge and Experience of Tyler Munis/EERP are highly desired.
  • Self-motivating and independent professional able to manage and prioritize workload with general direction from supervisors.
  • Ability to be equally effective working on a team or working independently.
  • Ability to learn and quickly comprehend new concepts with strong judgment and decision making skills.
  • Excellent verbal and written skills required.

JOB ENVIRONMENT

Work is generally performed inside a building and is characteristic of an office environment with even walking surfaces. Noise levels vary and include telephone rings, sirens, intercom calls, radio chatter and other office environment noises. The work includes traveling between buildings during the shift.

Some exposure to undesirable or unpleasant environmental characteristics inherent in the operations of a public building can be expected. Some exposure to undesirable or unpleasant environmental characteristics inherent in the operations of a Public Safety Emergency Dispatch operation can be expected. Exposure to confidential and sensitive information regarding the recording, transportation, and lock-up of individuals or patients may exist. Exposure to sensitive employee information may also exist.

SPECIAL REQUIREMENTS

Must possess and maintain a valid motor operator’s license. Candidate must be able to clear a Criminal Justice Information Systems Background Check and maintain the ability to work with CJIS records.

PHYSICAL REQUIREMENTS

The work is generally of an intellectual nature. While performing the functions of this job, the employee is required to stand and sit for prolonged periods of time. Frequently required to use hands to handle objects; reach with hands and arms and bend, stoop, or kneel to pick items up. Specific vision abilities required include close and medium distance vision and the ability to focus. Must be able to hear normal sounds, distinguish sound as voice, and communicate through human speech. Required to lift and carry equipment and supplies weighing up to 50 pounds. This position requires the ability to operate a keyboard, computer mouse, telephone, copier, and other standard office equipment.
