BOSTON, MA – With only a few days until the New Year, House Bill No. 3911 was signed into law enacted after it passed resoundingly in both legislative chambers. Led by Representative James Miceli and the House Ways and Means Committee, this legislation — which is commonly referred to as the CARE Act — moved quickly from the House committees with a strong recommendation on its passing to the Senate. After passing so strongly in the House, the Senate also approved the bill, allowing it to be signed before the last informal session of 2016.
Early in the legislative process, Representative Miceli recognized the importance of the CARE Act, an act establishing the Caregiver Advise, Record and Enable Act.
“Every day, hundreds of thousands of Massachusetts’ residents provide a great deal of care for their parents, spouses, adult children with disabilities, friends and loved ones so they can remain as independent as possible, and importantly, in their own homes. Whether it’s assistance with management of medication, transportation, finances, or even complex medical tasks, family caregivers play an essential role for an incredible number of elderly, disabled or recovering individuals, and they deserve our support,” said Representative Miceli. “I am proud to have supported Massachusetts’ caregivers through my support of the CARE Act, and look forward to witnessing myself the good work the legislation allows these caregivers to do more easily.”
In addition to more easily allowing family members and loved ones to provide care for those in need, the CARE Act helps hospital patients with the transition from hospital care to in-home care through allowing patients to designate family caregivers who in turn will be given the opportunity for live instruction and lessons on care tasks the patient may need following discharge from the hospital.
“This is the type of important legislation that both our legislatures should look to replicate in the coming session, and I really look forward to working with my colleagues in the New Year to make sure exactly that happens,” Representative Miceli concluded.
