WILMINGTON, MA — Last week, the Town of Wilmington issued a Request For Proposal (RFP) to run a Fun on the Fourth carnival in the Swain School Parking Lot.
The scope of the work was described as follows:
The Carnival Vendor (Carnival) will provide a family focused event around the town’s Fun on the Fourth celebration. The carnival will include a combination of rides, games, attractions, concessions.
The site for the carnival is approximately 130,000 square feet. The carnival is scheduled to take place Thursday, June 30 through Sunday July 3. Hours of operation are as follows: Thursday: 5PM to 9PM; Friday: 5PM to 9PM; Saturday: 12PM to 10PM (Fireworks Show); and Sunday: 1PM to 8PM.
The Town is seeking a mix of rides and attractions that appeal to families. There shall be no more than 12 to 14 rides and no more than 12 concessions and games.The rides should include at least two (2) major adult rides and at least eight (8) kiddie rides or attractions (including bouncy houses or other inflatable attractions).The layout of components will need to be carefully arranged so as to minimize disruption to abutting neighbors and such that it accommodates 20-foot fire lanes into the site for emergency vehicle access.

Proposals will be reviewed by a committee on the following criteria:
- Carnival’s Experience (e.g., # Of Years Of Experience)
- Carnival’s Work (e.g., Track Record)
- Carnival’s Proposal
- Carnival Plan
- Ticket & Admission Plan
- Financial Proposal
Proposals are due to the Town Manager’s Office by April 20 at 10am.
The town will award the contract within 10 business days of Wednesday, April 20, contingent upon the actions of the Wilmington Board of Appeals.
The town will be in front of the Board of Appeals on Wednesday, April 13 to seek a special permit to hold a carnival at the Swain School site. The Town needs at least 4 out of the board’s 5 members to support its request.
