POLICE DEPARTMENT
ANIMAL CONTROL OFFICER & ANIMAL INSPECTOR

Unit: Non Union

Reporting To: Police Chief or Designee

Base Wages: MS – 4, $766.67/week to $970.09/week

Hours: 40 Hours Per Week, required to respond to calls for service occurring after normal business hours and on weekends; schedule to be flexible.

Definition

The Animal Control Officer and Animal Inspector is responsible for the enforcement of state and local animal control laws and regulations, the control of rabies in the domestic animal population, the development and maintenance of the animal census in town, and the inspection of animals in the care of residents or businesses such as to ensure humane treatment and care.

Essential Functions:

  • Working under the direction of Chief of Police or designee and in accordance with all applicable state and local laws and regulations:
  • Respond to general and emergency calls for service involving an animal including animal attack or bite, reports of inhumane treatment or condition of care, stray animals, and requests for removal and proper disposal of deceased animals on public property.
  • Issue orders to quarantine animals that have bitten a human or other domestic animal, or have been exposed to rabies; conduct necessary follow-up to ensure orders are executed properly and the transmission of rabies is prevented or minimized.
  • Ensure animals required to be tested for rabies are promptly prepared and sent for testing; communicate results of testing to proper personnel including supervising officer, Director of Public Health and others as required.
  • Conduct enforcement patrols of public areas, parks, and open space to ensure animal control bylaws such as animal restraint/lease laws, animal waste disposal, and dog restrictions are being followed, issue warnings and citations as may be warranted.
  • Prepare and present cases in the appropriate court of law for criminal violations of state and local animal control laws and regulations.
  • Collect, transport and remand animals to the designated kennel, issue communication and citations as warranted to owners, ensure kenneled domestic animals receive required treatment including vaccinations.
  • Inspect barns and coops where domestic animals are kept, address issues regarding condition of housing with animal owners, complete the annual Barn Inspection Book and submit it to the Board of Health; meet with barn and coop applicants to review plans, discuss requirements and make recommendations to the Board of Health.
  • Develop and maintain a current domestic animal census for the town, using reports received from the Town Clerk and other sources follow-up with owners of suspected unlicensed dogs to ensure the dog census is accurate and complete each year, track and record domestic animals including horses, chickens, and cows.
  • Create and maintain detailed records of activities including patrols, enforcement, responses to service, inspections, and orders; provide regular reports to the Board of Health, Town Clerk, and others as needed.
  • Provide proactive education and information to residents regarding pertinent matters of animal control including rabies prevention, stray population control, wild animal interactions, and other topics as deemed relevant or advantageous.
  • Ensure customers receive excellent service. Resolve or make recommendations to resolve issues, and make recommendations to improve animal control functions, and procedures.
  • Identify, propose, and assist with the implementation of policies, procedures, guidelines and standards that improve the effectiveness and efficiency of Animal Control.
  • Other duties as assigned by the Police Department, Board of Health, and Town Clerk.

Minimum Qualifications:

  • Associate’s degree in animal husbandry or two years of experience in animal control, animal husbandry, or enforcement of laws, or other relevant combination of education and experience.
  • Valid Driver’s License.
  • Ability to obtain a firearms license in Massachusetts.
  • Knowledge in the handling and care of domestic animals such as dogs and cats; experience with common urban wildlife such as raccoons, skunks, and bats.
  • Knowledge in the reading and application of local and state laws, regulations, and requirements preferably related to animal control.
  • Ability to successfully complete Animal Control Officer training as required by MGL 140 §151C within one year of appointment.
  • Commitment to excellent customer service.
  • Ability to work independently and as a member of team, work cooperatively with other staff, departments, and municipalities.
  • Excellent verbal and writing skills.
  • Flexible schedule and ability to respond to after-hours calls for service.

Job Environment:

Work is performed both outdoors and indoors. May be subjected to loud noise and exposure to extremes of heat and cold temperatures and inclement weather. May be exposed to wild, vicious, or rabid animals, animal waste, and deceased carcasses of animals. Required to traverse uneven terrain, may be required to bend or stoop and is subject to one or more hazards such as those associated with working near or with animals in domestic and wild settings. Required to enter homes and businesses where an animal control matter is or has occurred.

Physical Requirements:

The work is mutually mental and physical. While performing the functions of this job, the employee is required to stand, walk, sit, talk and hear for extended periods. Frequently required to use hands to finger, handle, or feel objects, tools, or controls; reaches with hands and arms, crawls and climbs. Specific vision abilities required include close and medium distance vision and the ability to adjust focus. Must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. Required to lift and carry objects weighing up to 100 pounds.
